Promoting General Waste Source Reduction Related Work Project 2013

This project conducted a comprehensive review and suggestion of municipal solid waste source reduction in Taiwan, with following aspects in policies and regulations, administrative enforcement, audit situations, reduction outcomes and feedback from various sectors. This project about analyzed the implementation of relevant policies, including performed single use beverage cups field survey. The results showed that bring-your-own-cups stand at an average of 4.6%, an estimated reduction of 190,000 single use cups each day. In promoting plastic trays reductions, this project found a 53% reduction rate (amount of 1,818 tons). Questionnaire survey was conducted with 169 higher education institutions, of which 118 institutions had implemented disposable tableware reduction measures. In the promotion of green packaging guidance, this project carried out guidance and consulting work for 22 enterprises, assisting them to make various product packaging improvements including reducing the area for print, packaging volume, the types of packaging materials used, and the use of adhesives. In the work of promoting voluntary packaging reduction agreement. 15 enterprises were assisted to participate and sign on the 2013 voluntary packaging reduction agreement. Furthermore, “Let’s Go Zero! Zero Waste Action Series Workshop” was organized integrating various aspects of auditing work implementation requirements, and promoting cooperation and exchanges between central government, local bureaus and business. In product heavy metal source management, the main activities carried out included supporting enforcement authorities in completing random testing of mercury, cadmium, and lead contents for 100 types of specified batteries. The “Restrictions on the Manufacture, Import, and Sale of Dry Batteries” amendments draft was completed. Activities relating to the legal operating procedures and research to propose supporting measures were also carried out accordingly. In addition, case studies reviews were made on international information (including, United Nations, European Union, and United States’ legislation). This project proposed the solid waste prevention program, including restriction use plastic bags and product, packaging and heavy metal contents.
